I have a better idea.
Instead of $4500 cash for clunkers, how about $4500 cash for whatever the hell I actually need. You can just stop taking taxes until it equals $4500, thus making distribution easier. Or would that be too simple?

Tried democrat.
Tried republican.
Libertarian is just too broad a label, but it's closer than any of the others, hence "right of libertarian".
